Desk 03 — Open-State Conversion Desk

Street-legal where your state actually allows it.

About twenty states have a real, statewide path to put a UTV, ATV, or off-highway motorcycle on the road — in your state, under your state's equipment list, with your state's plate. That is the lawful version of what the plate-export ads gesture at, and it's the version that survives a traffic stop, an insurance claim, and a resale. TorqueTitles files in-state conversions state by state, with the correct checklist for each — never a copied one.

How states differ

Examples — your screen uses your state's actual list.

  • Arizona: MVD street-legal registration plus the $25/yr OHV decal; equipment includes brake/brake light, headlights visible 500 ft, taillight, horn audible 200 ft, muffler, mirror, and eye protection or a windshield.
  • Utah: Street-legal ATV registration under Utah Code §41-6a-1509 — full lighting/turn-signal/mirror/speedometer/seatbelt list, motorcycle-size plate, no interstates, speed capped at the posted limit or 50 mph.
  • South Dakota: ATV licensed as a motorcycle under SDCL §32-20-13 (affidavit + title/MSO at the county treasurer), no interstate highways.
  • West Virginia: “Street-legal special purpose vehicle” under W. Va. Code §17A-13-1 — a class that expressly includes ATVs, UTVs, mini-trucks, and pneumatic-tired military vehicles; motorcycle-size plate, no controlled-access highways, max 20 miles on centreline-marked highways, local opt-outs apply.
  • Michigan (the premium route): Michigan has no UTV class — the vehicle is retitled as an Assembled Vehicle (MCL §257.217i): safety-glass windshield with wipers and washers, the full lighting/brake/belt/mirror list, two inspections, and the state issues a new VIN. It takes about 3–4 months, and the result is the most portable UTV outcome in the country: a motor-vehicle title other states recognise as a motor vehicle. Sold as our White Glove filing ($1,499) or by written quote, with the timeline stated before you pay.
  • Conditional states, sold as conditional: Minnesota and Indiana are county/local-permit states (Indiana's BMV will not plate an ORV at all; out-of-state ORV registration is honoured there for at most 20 days a year). Kansas micro-utility trucks are barred from interstate/federal/state highways. We sell these as local-use filings with the limits printed on the quote — never as statewide freedom.
  • Prohibition states, sold as nothing: Texas law bars TxDMV from registering an off-highway vehicle for highway use “with or without alterations” (Transp. Code §502.140; its ≤$10 plate is for limited uses only). California cannot convert ATVs, and CARB status is dispositive. Florida has no UTV/ROV road class (see the Florida desk). In these states we will not sell you a conversion filing, and an out-of-state plate does not change the answer.

What's included

Dirt bikes, honestly

The lawful routes are: a factory street-legal/dual-sport motorcycle; a state class that expressly includes off-highway motorcycles (Utah's does); or assembled-vehicle retitling (Michigan). If your state has none of the three, there is no filing we can sell you — and anyone who sells you one anyway is selling you a citation and impound risk.
