Desk 01 — Florida Native Desk

Florida paperwork, done the Florida way.

Florida is where we live, and Florida does not work like the internet says it does. A Montana plate does not make a UTV legal on Florida roads. A golf cart is not a low-speed vehicle until Florida says it is. TorqueTitles files the Florida routes that actually exist — and we'll tell you plainly when the route you're asking about doesn't.

LSV conversion filings (golf carts)

A Florida golf cart tops out at 20 mph and cannot be titled or registered. To use one on Florida roads (posted 35 mph or less) it must become a low-speed vehicle: 20–25 mph, built to the federal LSV standard (49 CFR 571.500) — headlamps, stop/turn/tail lamps, reflectors, mirrors, a real FMVSS-205 windshield, seat belts, parking brake, and a VIN — then pass FLHSMV inspection, receive a Florida-assigned VIN, and be titled, registered, and insured (minimum $10,000 PIP + $10,000 PDL). Some vehicles manufactured as off-road vehicles are not eligible for LSV conversion at all; the screen checks this before you pay.

What we do: pre-inspection audit of your cart against the equipment list, the complete forms packet (HSMV 84490 / 86064 / 82040, TL-63 procedure), inspection scheduling prep, and the title/registration filing. What we don't do: sell you a “conversion kit” that fails inspection, or promise that a utility ATV can become an LSV when Florida says it can't.

Price: free triage → written flat quote before any work begins. Government fees (FLHSMV/county) at cost, itemised.

Estate vehicle transfers (Fla. Stat. §319.28)

When a vehicle owner dies, Florida lets a surviving spouse or the heirs transfer the vehicle without probate when the estate is not indebted and the spouse/all heirs agree (or, for a will, with the certified will and solvency affidavit). The paperwork is specific — HSMV 82040 (and 82152 for a spouse), death certificate, agreement of the heirs — and a wrong form restarts the clock at the tax collector. A spouse can also assign directly to a buyer without titling the vehicle in their own name first.

What we do: heirship document checklist, affidavit and form preparation, tax-collector filing, and multi-heir coordination when the family is spread across states. Title fee is ~$75.25 (government fee, at cost). If your estate doesn't meet the §319.28 conditions, we tell you and point you to the probate route instead of filing something that will be rejected.

Rebuilt-title packets

A Florida salvage vehicle becomes road-legal one way: documented repairs, then a DHSMV/PRVIP physical examination ($40, $20 re-exam), then a title branded “Rebuilt” — permanently. Anyone who offers to make that brand disappear is offering fraud; we will not do it and neither should you. Selling a rebuilt vehicle before the examination and branding is a second-degree misdemeanour in Florida (§319.14(6)).

What we do: builder-statement packet (HSMV 84490), major-component parts-receipt audit (the #1 reason exams fail), exam scheduling, and the branded-title filing. You end with a vehicle you can insure, register, and sell honestly.

Florida truth box

  • ATVs may be used on Florida public roads only in narrow circumstances (daytime, unpaved, posted under 35 mph, §316.2123). UTVs/ROVs have no equivalent road right, and dirt bikes that weren't manufactured street-legal have no Florida conversion path. We will not sell you a filing that pretends otherwise.
  • Florida residents must title/register within 10 days of bringing a vehicle into the state or establishing residency.
